Andrea Mangones is an associate in the Washington, D.C. office of Latham & Watkins and a member of the Litigation & Trial Department.
Ms. Mangones is a litigator and white collar criminal defense lawyer focused primarily on government investigations and complex civil litigation. Her practice includes enforcement, compliance and litigation matters involving export control laws and regulations including the International Traffic in Arms Regulations (ITAR) and the Export Administration Regulations (EAR), the Anti-Kickback Statute, the US Foreign Corrupt Practices Act (FCPA), and other regulatory regimes. She regularly represents corporations in internal investigations, civil and criminal government investigations, and in complex litigation across a variety of industries and subject matters.
Ms. Mangones has represented multiple aerospace and defense companies in investigations of potential violations of the ITAR, EAR, and economic sanctions and embargoes, including drafting voluntary disclosures and written advocacy submissions for settlement. Ms. Mangones has also provided counsel for healthcare providers in parallel civil and criminal investigations by the US Department of Health and Human Services (HHS) and the Department of Justice Fraud Section. In addition to investigations work, she has worked closely with clients in both the public and private sector to review and enhance their internal compliance programs, including conducting compliance audits, drafting internal compliance policies and procedures, and conducting compliance training. Ms. Mangones also has experience conducting due diligence, advising clients in connection with cross-border M&A and capital markets transactions from both an anti-corruption and international trade compliance perspective.
As a litigator, Ms. Mangones has experience representing individuals and entities in complex litigation across a variety of subject matters including contract disputes, actions arising under the False Claims Act, challenges to regulatory approval of pharmaceutical products, and water rights litigation in an original action before the US Supreme Court.
Ms. Mangones has an active Pro Bono practice representing clients seeking immigration relief before USCIS, Asylum Officers, the Board of Immigration Appeals and in Immigration Court. Prior to joining Latham, Ms. Mangones worked as an Immigration and Public Policy attorney at the Tahirih Justice Center.
