David T. Morris

David Morris provides transactional and regulatory counsel to health care organizations, focusing on matters related to network development and health care payment reform. His practice spans a broad spectrum of the health care industry, and includes representation of hospitals and health systems, independent practice associations (IPAs), physician groups, and commercial payors.

After a decade representing health care providers on complex transactional and regulatory matters, David served as associate general counsel for one of California’s largest health plans, advising on a wide array of matters related to the development and management of the plan’s provider networks and the structuring of its accountable care arrangements with health care providers. David now advises clients with respect to the formation of clinically integrated networks and organizations (CINs and CIOs) and Medicare Shared Savings Program Accountable Care Organizations (ACOs), and matters related to health care payment reform, such as bundled payment arrangements, pay for performance and gainsharing programs, complex risk- and value-based managed care contracting arrangements, and compliance with California's Knox-Keene Act and similar insurance laws.
