Douglas E. Litvack

Doug Litvack's practice focuses on antitrust litigation, defending M&A transactions before the U.S. antitrust enforcement agencies, and antitrust counseling. He has advised clients on antitrust matters in a variety of industries, including health care, life sciences, consumer products, and aerospace and defense.

Doug began his career as an attorney in the Bureau of Competition, Mergers IV Division at the Federal Trade Commission (FTC). During this time, he participated in several successful merger enforcement litigations and analyzed the competitive impact of health care and consumer product transactions. In 2013, Doug was detailed to the FTC's Litigation Group and served as a key trial team member in the FTC's 18-day trial and victory in FTC, et al. v. St. Luke's Health System, Inc., et al. After moving to private practice, he obtained regulatory clearance for several health care transactions under investigation by federal and/or state antitrust agencies, including a hospital merger between two of the three health systems in Rochester, New York and a nationwide ambulatory surgery center acquisition.
