Dr. Eugene earned his Bachelor of Arts degree from Brooklyn College in Brooklyn, NY. He continued at Brooklyn College, earning his Bachelor of Science degree in Biology. He then completed a Surgery Clerkship with Jamaica Hospital in Jamaica, NY. He earned his Medical degree from the Universidad de Valencia in Valencia, Spain. He completed residency training in Family Medicine from State University of New York (SUNY) in Buffalo, NY.

Dr. Eugene served in the United States Air Force Reserves, serving as a Flight Surgeon at Brooks Air Force Base in San Antonio, TX. He later served as a Medical Review Officer at MacDill Air Force Base in Florida. In 2003 Dr. Eugene was mobilized to Active Duty in support of Iraqi Freedom. He served as a Flight Surgeon for the 920th Aeromedical Staging Squadron (ASTS) at Patrick Air Force Base. He then served as a Family Practice physician and hospitalist for outpatient clinics in Central Florida.

From 2008 to 2012 Dr. Eugene served as an Active Duty Flight Surgeon, as well as Chief of Aerospace Medicine, at MacDill Air Force Base for the 927th Air Refueling Wing. In 2010 he was promoted to Lieutenant Colonel. Most recently, Dr. Eugene served as a Nocturnist/Hospitalist at Orlando Health.
