Octavio Lecona Morales focuses on telecommunications and corporate law. He provides consulting services and advice to domestic and multinational clients on regulatory matters. Octavio has drafted, negotiated, and completed high-profile transactions, including M&A, joint ventures, corporate restructurings, and a wide range of general contractual matters. He has represented fixed and mobile facility-based carriers and represented clients in filings, spectrum auctions, and applications for telecommunications permits and concessions, including value-added services registrations.Octavio's experience prior to joining Jones Day in 2015 includes representing Satelites Mexicanos in its US$445 million corporate and financial restructuring; in regulatory matters, including negotiating with the Mexican government to reduce the mandatory satellite capacity reserved for government agencies; and in drafting and negotiating the satellite procurement agreement for the new geostationary satellite Satmex 7. He also represented the data services division of Telefonica in attaining facility-based network concessions for provisioning data services nationwide. While serving with the Mexican Federal Telecommunications Commission, Octavio was involved in developing public policy for the telecommunications sector, drafted various administrative decisions, and led the working group that prepared the draft regulation for the resale of long distance and international long distance services.
