Peter F. Garvin III

Pete Garvin has more than 30 years' experience in counseling and litigation relating to United States and international government procurements, including contract award and administration, bid protests, preparation and litigation of claims, cost accounting, defective pricing and DCAA audits, delays and differing site conditions, patents and data rights, contract terminations, GSA supply schedules, FMS transactions, security clearances, M&A due diligence, joint ventures and teaming agreements, and prime/subcontractor disputes.

A substantial portion of his practice involves representation of contractors in connection with federal False Claims Act investigations and related qui tam litigation and debarment proceedings. In that arena, he has successfully negotiated Administrative Agreements with debarment officials at DoD, EPA, and USAID to ensure continued eligibility of clients to participate in federal procurements and funding programs. Pete also conducts internal investigations and compliance reviews and works with clients to improve corporate government contracts compliance policies and programs. [1]
