Rebekah Plowman focuses her practice on civil false claims act litigation brought by federal and state governmental agencies and whistleblowers, as well as other government enforcement actions involving OIG civil monetary penalties and exclusion actions and state AGs and MFCUs. Her False Claims Act and qui tam experience includes all types of billing, coding, and medical necessity cases, as well as kickbacks, quality of care, and worthless services cases. She also defends providers in government audits and appeals, including ZPICs, MACs, and state fraud units, and before The Joint Commission.

Rebekah provides extensive advice on health care regulatory issues, including fraud and abuse analysis, compliance program development and implementation, and corporate governance issues involving compliance, including with corporate integrity agreements (CIAs).
