Shivaun Cooney is an associate in the Environment, Land & Resources Department of the San Francisco office of Latham & Watkins, where she has practiced since 2003. As a member of the department’s Land Use practice, she has substantial experience in a wide variety of land use and regulatory matters, as well as related transactional matters. Ms. Cooney’s clients include a range of developers, institutions, non-profit organizations, corporations and individuals.
Ms. Cooney’s experience in environmental law includes significant real estate development matters, governmental and administrative law, as well as other matters involving local and state administrative and legislative decision-making. She provides advice regarding local planning and zoning regulations and related environmental issues, including the California Environmental Quality Act, the California Coastal Act and the California Subdivision Map Act. Ms. Cooney also works on matters involving the Clean Water Act, the National Environmental Policy Act, redevelopment law, wetlands regulation and historic preservation. Ms. Cooney is a registered lobbyist with the City and County of Los Angeles.
Ms. Cooney is active in pro bono matters and has represented a number of pro bono clients. She has assisted the Mar Vista Family Center, a non-profit program for low-income children and their families, with land use matters, including entitlements for a new community center. In addition, she represented Beagles & Buddies, a no-kill animal rescue facility, with respect to land use matters relating to their kennels in the City of El Monte.
